He believes pilots are reluctant to declare an emergency, as it suggests that what went wrong was their fault. The newer phraseology results in the same service provided by ATC; they'll still ask for souls on board, and fuel remaining, and you can still deviate as needed, but you don't need to say the words "I'm declaring an emergency."
